BioAlliance RFP for BioAccelerator Engineering Design

Harbourside Engineering Consultants (Harbourside) and its team were engaged by the PEI BioAlliance to complete a Request for Proposals (RFP) for the new proposed $50 millionĀ Bioscience Centre, the BioAccelerator. The RFP was to have significant detail to allow consulting firms to competitively bid on this project.
The work included:
- Review existing information and reports completed by the Bio Alliance
- Review building objectives, timelines, budget, space allocations, and proposed clients with Bio Alliance.
- Complete topographic survey, geotech investigation, and pre-RFP release cost estimate.
- Meet with proposed clients to develop room by room data sheets and program requirements including all design codes and standards.
- Identify sustainable goals which are reasonable and cost effective.
- Develop best practices and construction methods to meet budget, schedule, and quality requirements.
- Identify specialist required to complete the assignment (process engineers, commissioning, etc.)
- Release RFP, answer question, and issue addendums
- Develop the evaluation process, chair review board, prepare board report.
- Recommend award and debrief respondents.
The consultant contract has been awarded and design has begun.
The BioAccelerator building, shown in a conceptual drawing, is due to be completed in the fall of 2025.
