HTC gathered all necessary data and roadway characteristics on roadways in the Town of Portugal Cove – St. Philip’s. This data collection included gathering average daily traffic volumes and 85th percentile speed information for roads likely to be reclassified. Recommendations were made to reclassify streets.

HTC also determined other characteristics of Town roadways used in the Transportation Association of Canada (TAC) street classification system which included:

• Traffic service function
• Land service/access
• Traffic volumes (select locations only)
• Date of traffic count (select locations only)
• Posted speed limits (The NL Highway Traffic Act states that if not otherwise posted, the speed limit is of 50 km/hr on through settlements and 80km/hr on paved highways)
• Accommodation of cyclists
• Accommodation of pedestrians
• Parking
• Right-of-way (not populated)
• Owner

Once the information was assembled in a spreadsheet format, the information was used to classify each street in the Town. Recommendations were made to re-classify streets as necessary and a Town map was created to illustrate the street classification. The map includes a list of streets with a grid reference to easily locate individual streets.
